The positive move shown towards political dialogue in November 2007 had seemed almost to come to a halt in December. The release of UN envoy Pinheiro¿s report on the September violent crackdown had further invited international criticisms and sanctions on the Myanmar junta. Efforts to build a coordinated international approach towards Myanmar remained elusive.

Ibrahim Gambari's second visit to Myanmar concluded with his meeting with pro-democracy leader Aung Suu San Kyi. He also met Myanmar's Prime Minister Thein Sein. Gambari's efforts led to the meeting between Suu Kyi and the government liaison officer Gen. Aung Kyi.
